As Lieutenant Governor, Justice Mascarro serves as President of the NCSL Senate, overseeing Senate proceedings during the Annual Session and ensuring that legislative debate follows proper parliamentary procedure. Additionally, he chairs the Session Committee, making him responsible for planning, organizing, and executing the Annual Session—NCSL’s largest and most important legislative gathering. Should the Governor be unable to perform their duties, the Lieutenant Governor assumes executive authority to ensure continuity of leadership.

Justice is a senior at UNC Charlotte, studying Political Science with a Legal and American Studies minor. He transferred from Ashford University to UNC Charlotte and has since been heavily involved in Mock Trial, honing his skills in legal argumentation and public speaking. Justice plans to attend law school after graduation, where he hopes to apply his legislative and debate experience to a career in law.
